Unfortunately, the people who are lobbying California to require stringent age-verification processes already are claiming that scans of government IDs aren't strict enough, for that very reason! Which is why we spent effort to address the facial recognition thing, because that's what they want to do. (And they specifically want to force sites to capture video, of you reading specific phrases that they generate in realtime, to prove that it's not faked or AI-generated.)
