Oh yes, that's a whole separate issue! I mean, I don't know what government IDs from ~200 countries and Lord knows how many states/provinces/territories/etc inside those countries looks like, and neither does anyone else, so the invisible subtext of those requirements is that sites will have to delegate their ID-checking to third party providers who specialize in it. Which is another way that age verification is a privacy nightmare, because there'll be no way of telling which of those third-party providers are legitimate and which are operated by people who are just trying to get the government IDs of as many people as possible for identity theft purposes. (Or something more nefarious! Multiple states have bills on deck to require adult websites to age-verify their users, and the primary age verification system, AgeID, is operated by Mindgeek, the people who run Pornhub -- it's already the primary means of age verification in Germany. I don't really want to get into it in depth in news comments because it's derailing like whoa, but they are terrible people that a lot of us in the "defending the rights of adults to access any material online they want" sphere wish would GTFO our "side".)

There's basically no way to do age verification beyond "provide your legal date of birth at signup" that isn't a privacy and security nightmare that effectively ends the concept of anonymity online -- and the people behind the efforts to require it aren't happy with "provide your legal date of birth at signup" because of how easy it is to lie. (See also: the fun fact we discovered when going through the records for composing our declaration that 6% of our registered users were 'born' on 1/1/1990 or 1/1/1980. Which we knew to look for because the every site on the internet that uses a "provide your legal DOB to access the site" age gate thinks I was born on 1/1/[my actual year of birth] -- if I'd had more time I would have pulled the records for each individual year to see how many "January babies" we have, heh.)
