As einspine mentioned, games all have activity checks, varying from usually about 25-5 comments a month depending on the game. Those are in place just to make sure that the people who are in the game still want to be there, essentially.
defenstrator's Fyre's (I didn't recognize your dw oops) comment about PSLs (private story lines) in museboxes is exactly what I think your style of RP (as described) fits best! I would second looking at and/or posting on RPA and EMP to see if anyone's looking for your character types!
OCs are welcome here, but it can be harder to get replies on places like bakerstreet or any of the other meme (one-on-one free-for-all prompt) comms. If you're hoping to just kind of fling starters into the void and get replies (which is what memes are for), I would recommend having icons for your characters, drawn or PB (played-by, where you use a live action face as an approximation of your character's appearance/expressions), and a detailed enough info section as the top post of your journal that people kind of have an idea what they're getting into (for example, this character is from an obscure fandom so I've got a basic info post up for him). You may or may not get replies on bakerstreet, and if you do they'll be from fandom characters as well as random OCs.
