Support (#20657) told me it's a feature, not a bug, and referenced this rejection suggestion for HTML in comments.

The suggestion is from 2010, and your comment at the time refers to code-cleaning as a possibility rather than an actual thing running on the site. Does that mean the cleaner was implemented later, and intended to make links-in-icon-comments possible? Or does the rejection still stand?
