Except it would require people to copy and paste the same piece of info into the Description box of (conceivably) 250 icon spaces, and that's before you've introduced icon addons, so for argument's sake let's double the number to 500. Just speaking from experience, if I wanted the same information to be available on 500 of my icons, I'd hope there'd be a way of doing it without filling it in 500 times.
Alternatively, would it be feasible to include the name perhaps not in the hover text of each icon, but maybe at the top of the contextual popup instead? If you kept the restriction of length even down to something like 30 characters, it could go under the user name so it would look something like:
darjeeling "my name here" send message | grant access subscribe | ban user journal | profile
It wouldn't be as useful for those with screen readers or those without the ability to hover (such as myself on this smartphone), but it doesn't detract from their usability either. The ones who are currently visiting the profile to get the "given" name of a journal will still do so, but those who are already using the hover function will be able to save a step.
