It's not possible, unfortunately. We were working on a way to do it, and had the technical problems mostly solved in a way that could do it without being skeezy about it, but due to how heavily we'd have to hit LJ in order to do it we'd've almost certainly been blocked from accessing LJ at all if we released it. You can feed public posts into your DW reading list by creating feed accounts for each person you want to follow, or you can download a RSS reader that supports digest authentication and set it up to read all entries, including locked entries, on your local machine.
